膳食費若不當調高,可以匯整向勞委會要求立即進行勞動檢查!
七月一日起,基本工資調漲正式上路。
很多人可能會關心:7-11時薪變多少了?麥當勞人力漲價了嗎?加工區小工廠月薪真的調為17520了嗎?
但我們更確定的是,從七月一日起,台灣會有一群合法低於基本工資的家庭類勞工,
未來就算雇主以月薪七八千元聘一個看護工,也不算違法了,
台灣整體勞動體制徹底進入「一國兩制」的混亂狀態!
「基本工資,一體適用所有勞動者」的訴求,勞委會置之不理,外籍廠工、營造工面臨本薪漲、但膳食費也漲、勞動條件相較之下不進反退。
外籍看護工及幫傭更慘,「不適用基本工資」的行政裁決,把她們打到台灣最底層。
這些全日待命的看護工,照顧我們的老、弱、病、殘、幼的家人,
但卻連基本工資─基本生存底線─也失守了。
七月一日政策已定,再動員抗議似乎是狗吠火車,但外勞在台灣勞動、貢獻卻從無機會決定攸關己身權益的公共政策,也只有週日才得以集體行動。
幾經討論,大家還是想以行動表達意見,我們也很有禮貌地邀請勞委員官員難得加班一天,代收陳情書,未來審議基本工資時,記得邀請直接相關的外籍勞工代表,外勞不能自組工會,現有的總工會系統沒有外勞會員,也無法代言,本地勞工團體也一致同意:外勞愈受剝削,本勞愈沒出路!本、外勞都應一體適用基本工資。
這場記者會,主角是台灣三十四萬名外籍勞工,當天發言的還是以菲律賓籍、印尼籍、越南籍(家務工居多)的朋友為主。現場會有翻譯,我們也邀請本地工人團體共同前來。

Minimum Wage Should Cover All Workers!
CLA's new policy will in effect make all migrant workers excluded from the minimum wage provisions. This cheaper and cheaper migrant labor will only worsen the unemployment of local workers!
Our appeal:
While Council of Labor Affairs (CLA) announced that Taiwan's national minimum wage is to be raised since the first of July, it deliberately emphasized that 150,000 foreign domestic workers do NOT apply to this salary increase because they are not covered by Labor Standard Law. Meanwhile, for 200,000 industrial migrant workers who are indeed incorporated by Labor Standard Law, CLA raised their board and lodging charge, allowing employers to deduct as high as 5,000 NT dollars from their monthly pay. In this way, industrial workers are in effect excluded from minimum wage provisions as well.
This exclusion has appalling implications: employers can pay, say $5,000 per month, to hire a domestic worker without violating any law; in the future, CLA can still further increase board and lodging deduction in order to diminish enterprises' cost. In other words, Lu Tian-Lin, chairperson of CLA, who ironically boasts of his own laborer background, has destroyed the spirit of minimum wage, which is assumed to protect all workers regardless of their nationalities. Low-wage migrant workers are highly lucrative opportunities in employers' eyes, who will only decline to hire local workers. With CLA's harmful policies, the unemployment of local workers, we can expect, will inevitably become even worse!
Our demands:
1. Domestic workers should be covered by the minimum wage scheme;
2. CLA can not raise the salary deduction of food and lodging without legal permission.
Our action:
On Sunday July 1, 2007, 2.00pm, we will go to CLA to present our demands and make a protest. Please join our rally, and become one of the campaign initiators!
