行 動二：台塑集團國際黑星球獎頒獎典禮　邀請函暨採訪通知

1990年12月，陳 定南給王永慶的公開信中提及台塑集團在國際海外的惡名昭彰，除表明「非反對開發、反對的是污染」之外，更期 許台塑集團領導台灣跨入產業的新紀元，真正成為台灣經濟的巨人；2009年11月「石化王國」台塑集團獲德 國倫理暨經濟基金會(ethecon)頒發「2009黑星球獎」(Black Planet Award 2009)，特別頒發給台塑集團的經營者們－王永慶家族、台塑董事長李志村及相關的經營管理者。20年了，台塑集團依然保 持「毒害地球的領導地位」。

20 年來，台灣第一民營企業「台塑集團」持續挾「官商密切配合」的優勢和無視法令的老大心態，造成永無停歇的環境與社會抗爭。而 近日高雄仁武廠的含氯毒物嚴重超標汙染擴及廠內廠外，面臨停工改善與創下台灣紀錄的判罰金額，台塑四寶的董 事長們卻仍入選「遠見雜誌」2010年台灣最佳董座前50名。西方有句諺語說：「好的倫理就是好的經營。」 （Good ethics is good business.）台塑集團是否公平和正當對待所有利害關係者（人/非人生物)，配 得上全球環境永續趨勢期待下的「經營之神』？

「黑星球獎」(Black Planet Award)這項國際獎項經過跨國提名與決選程序，於去年11月在德國柏林頒獎，由美國環運人士Diane Wilson（也是2006年正面獎項Blue Planet Award得主）頒發此獎；由於頒獎給台塑集團之大不易，歷經了半 年終於即將在2010年5月19日（美國德州CALHOUN及WHARTON兩郡將這天定為「王永慶日」） 由台灣社運團體包括蠻野心足生態協會、地球公民協會、綠黨、看守台灣協會、綠色陣線協會…等所組成的「台塑 總體檢全球大聯盟」接下此頒獎重任，我們將以一系列跨領域、跨媒體的行動，向台塑集團的發源地－台灣及其政府決策者、行 政主管機關、社會各界百姓發表這項傳遍國際社會的臭名。

「ethecon」於2004年由兩位創始人以80,000歐元創立，今天已有分佈於三個歐州國家約500名的ethecon創立者、會員以及捐款人都是義工，並參與其他國 際組織。每年，ethecon頒發兩項ethecon國際獎項，即國際ethecon藍星球獎Blue Planet Award、國際ethecon黑星球獎Black Planet Award。兩個獎都是頒發給個人，他們分別負責拯救我們 的藍色星球，或者致使我們生存之境破壞毀滅為黑色星球，展現出道德標準中善與惡的兩面。

Award Recipient: Formosa Plastics Group Representatives   

In December of 1990 CHEN Ding-nan, former magistrate of Ilan County in northeastern Taiwan send Y.C. Wang and open letter referring to the miserable record of Formosa Plastics Group internationally. Besides proclaiming that he was “not against development, but against pollution“ he stated his hopes that Formosa Plastics coudl be a leader in taking Taiwan into a new industrial era and could truly become deserving of the title, “ a great man from Taiwan“.  

On 21 November 2009 the Fossil King, Formosa Plastics Group, was given the 2009 Black Planet Award by the German Foundation ”ethecon - Foundation Ethics & Economics” in Berlin Germany. The award was for the particularly dismal and irresponsible performance in the areas of environmental and social responsibility by the recipients, the family of Y.C. Wang, the Chairman of Formosa Plastics Mr. Lee Chih-tsun, and all executive management of the Formosa Plastics Group. 

After 20 years, Formosa Plastics retains its position as “leader of the Earth’s poisoners and polluters”. 

Twenty years, and the number one Taiwan enterprise “Formosa Plastics Group” continues to maintain its valued position of as “close cooperation with government” and “living beyond the reach of the law” as any skillful gangster worth his salt, defying the endless environmental and social protests against FPG’s blatant disregard for anything but blood money profits.  

In addition to 2010 being the year of leaks of toxic fumes from FPG’s Renwu PVC plant and facing orders to cease operations following assessment of record fines, the four “jewels in the crown” businesses of the Formosa Plastics Group are listed finalists in the prominent Taiwan business magazine Global Views Monthly’s Top Fifty Business Leaders of 2010.  

In the west there is a saying “Good ethics is good business.” Does the Formosa Plastics Group treat its stakeholders (humans and non humans included) fairly and appropriately so that the “God of Management” deserves a global sustainability award? 

The Black Planet Award was given to Formosa Plastics, the family of FPG founder Y.C. Wang, chairman LI Chih-tsun and all the top FPG management after a nominating and deliberation process that spanned several continents. The announcement in Berlin was made during a public ceremony in November 2009 featuring the American environmental activist Diane Wilson (recipient of the positive “Blue Planet Award” in 2006). Getting the award to Formosa Plastics is not a simple matter, so the presentation of the award will be made in Taipei Taiwan on 19 May 2010, the same day as Calhoun and Wharton counties in Texas, home to another of FPG’s environmental and social catastrophes, designated Y.C. Wang Day. 

The award ceremony in Taiwan is being executed by several Taiwan social and environmental justice organizations including Wild at Heart Legal Defense Association Taiwan, Mercy on the Earth Taiwan, Green Party Taiwan, Taiwan Watch Institute and the Green Formosa Front among others. These groups are launching the “Global Alliance for FPG Health’s Check Up” and in addition to this very important award presentation, the alliance has a series of cross discipline and cross media activies planned for FPG’s native home – Taiwan to give our people, our government, policy makers, and the people within FPG itself, a better understanding of the horrendous international practices of this conglomerate.  
 

So, please come and join us in this important event to honor (?!) FPG; come witness this glorious (?!) moment for the Fossil Empire.

Background of ethecon Foundation ethics and economics:  

# ethecon, founded by two people in 2004 with eighty thousand Euro is today in three European countries with about 500 members, founders and donors all of whom are volunteers engaged in other organizations as well.  ethecon awards annually two International ethecon Awards, the International ethecon Blue Planet Award and the International ethecon Black Planet Award, with th the two awards combined within the International ethecon Blue Planet Project and are given to PERSONS who are responsible for saving the Blue Planet on one hand, and destructing it to an Black Planet on the other.
