&lt;p&gt;The Taiwan High Court yesterday handed down a life sentence to Nemencia Armia, a Filipino English teacher convicted of murder in 2007.&lt;/p&gt;
&lt;p&gt;The high court’s decision overruled a lower court’s death sentence.&lt;/p&gt;
&lt;p&gt;Speaking after the hearing, the High Court’s Kaohsiung branch spokesman, Weng Ching-chen (翁慶珍), said the court sentenced Armia to life in prison rather than death because “the killing was a sudden occurrence, and was not premeditated.”&lt;/p&gt;
&lt;p&gt;“[Armia] did not carefully plan her crime and did not obtain a large amount of money, so she is not considered to be an extremely evil criminal,” he said.&lt;/p&gt;
&lt;p&gt;Armia, 40, was silent during the court hearing. After she was told by an interpreter that her death sentence had been changed to a life sentence, she said “thank you” to the judge, TV reports showed.&lt;/p&gt;
&lt;p&gt;The Kaohsiung District Court sentenced Armia to death after she was convicted of stabbing to death her job broker, 48-year-old Chou Mei-yun (邱美雲), in September 2007. She was also charged with robbery and murder.&lt;/p&gt;
&lt;p&gt;Chou was a broker who helped foreigners find teaching jobs at private schools in and around the Kaohsiung area.&lt;/p&gt;
&lt;p&gt;Prosecutors said Armia met Chou at her residence on Sept. 15. She wanted Chou to lend her some money but Chou refused.&lt;/p&gt;
&lt;p&gt;She hit Chou in the face and then took her of her, credit cards and cash.&lt;/p&gt;
&lt;p&gt;Because Chou refused to hand over the cards’ PIN numbers, Armia attacked her with a kitchen knife, killing her.&lt;/p&gt;
&lt;p&gt;She was caught on closed circuit TV disposing of the broker’s body in a garbage bag. She also withdrew NT$660,000 (US$20,000) from the broker’s bank account using Chou’s ATM card.&lt;/p&gt;
&lt;p&gt;Chou’s relatives were angry about the high court’s ruling, vowing to appeal.&lt;/p&gt;
&lt;p&gt;“They [the family] think there are diplomatic factors in the change of the ruling because the Philippines has abolished the death penalty, so Manila put pressure on Taiwan to give Armia a lighter sentence,” Kaohsiung City Councilor Chen Mei-chuan (陳玫娟) told reporters.&lt;/p&gt;
&lt;p&gt;“They told me they will appeal the ruling,” she said.&lt;/p&gt;
&lt;p&gt;Last week, Armia’s family held a news conference in Manila, urging Philippine President Gloria Arroyo to appeal to Taiwan to spare Armia’s life because the Philippines had abolished the death penalty.&lt;/p&gt;
&lt;p&gt;“But Chou’s family members claim that Armia committed the crime in Taiwan, so she should be tried under Taiwan’s law,” Chen said.&lt;/p&gt;
&lt;p&gt;Last October, the Manila Economic and Cultural Office (MECO) in Taipei appealed to judicial authorities for clemency. MECO Director Antonio Basilio expressed regret over the ruling in a statement and said he hoped the courts would overturn the ruling or reduce the sentence.&lt;/p&gt;

&lt;p&gt;&quot;How is this fair? We&#039;re not asking much, we&#039;re only asking that Chinese spouses be treated the same as other immigrant spouses,&quot; Wang told the crowd.&lt;/p&gt;
&lt;p&gt;Chung Chin-ming (鍾錦明), chairman of the Cross-Strait Marriage Harmony Promotion Association, said Chinese spouses were allowed to enter Taiwan for a two-year &quot;reunion&quot; period only after a long application and interview process, and they could not work during that two-year period. Then there is a four-year &quot;visiting family&quot; period and a two-year residency period before Chinese spouses could become naturalized citizens.&lt;/p&gt;
&lt;p&gt;&quot;While work permits may be conditionally granted during the &#039;visiting family&#039; period, Chinese spouses are usually only permitted to work once they reach the residency period,&quot; he said.&lt;/p&gt;

&lt;p&gt;“Is the government trying to say that people from the lower classes have no right to be tourists? Using state power to restrict and to discriminate against certain social classes is something that a government should not do,” Wu said.&lt;/p&gt;
&lt;p&gt;Taiwan Labor Front secretary-general Son Yu-lian (孫友聯) called the policy “stupid” when asked for a comment.&lt;/p&gt;
&lt;p&gt;“This is pure discrimination — how can you exclude a group of people just because they have once worked here as a blue-collar worker?” Son said.&lt;/p&gt;
&lt;p&gt;“Besides, how do you define which countries are ‘advanced?’” Son said.&lt;/p&gt;
&lt;p&gt;Most of the nations on the list of “advanced countries” — the US, Canada, Japan, the UK and those in the EU — do not import blue-collar workers from Southeast Asia.&lt;/p&gt;
&lt;p&gt;“It’s unlikely that they would obtain visas from those countries as blue-collar workers and come back to Taiwan and work illegally,” Son said.&lt;/p&gt;
&lt;p&gt;It was even more unlikely they would give up their legal residency in other countries to work illegally in Taiwan, Son said.&lt;/p&gt;
&lt;p&gt;“This policy will severely damage Taiwan’s image in the international community,” Son said.&lt;/p&gt;
&lt;p&gt;The immigration agency and foreign ministry defended the policy, saying that it was meant to deter illegal workers and protect job opportunities for Taiwanese.&lt;/p&gt;
&lt;p&gt;“There is a phenomenon where some workers, after leaving Taiwan, go to another country to work as a foreign laborer, which means they would hold a valid visa from that particular country,” National Immigration Agency Deputy Director-General Huang Bi-hsia (黃碧霞) said.&lt;/p&gt;
&lt;p&gt;“We want to make sure these people do not come back to Taiwan to work illegally,” Huang said.&lt;/p&gt;

&lt;p&gt;However, former migrant workers from the five South and Southeast Asian nations were still welcome to visit Taiwan as tourists if they went through the visa application process, she said.&lt;/p&gt;

 <title>Chinese spouses protest lack of human, civil rights</title>

&lt;p&gt;They demanded that the Act Governing Relations between Peoples of the Taiwan Area and the Mainland Area (台灣地區與大陸地區人民關係條例) be amended so they could enjoy the same human rights as other foreign spouses.&lt;/p&gt;
&lt;p&gt;Tseng Chao-yuan (曾昭媛), Awakening Foundation secretary-general, said there were about 98,000 Chinese spouses residing in Taiwan, but that they have to wait for 10 years before they can obtain citizenship, unlike other foreign spouses who are eligible after four years.&lt;/p&gt;
&lt;p&gt;Hsia Hsiao-chuan (夏曉鵑), associate professor in Shih Hsin University&#039;s Graduate Institute for Social Transformation Studies, said that although Taiwan was a country that respected human rights, Chinese spouses were discriminated against. adding that international conventions on women&#039;s rights state that foreign spouses should enjoy basic human rights protection in their new country.&lt;/p&gt;

The slump in exports has forced the high-tech sector to accelerate layoffs, with 74 companies at Hsinchu Science Park (新竹科學園區) sacking 514 employees last month, statistics released by the park administration showed.&lt;/p&gt;
&lt;p&gt;More than 20 percent of employers cut jobs last month among some 400 companies at the science park, where jobs vanished at their fastest monthly pace in nearly seven years.&lt;/p&gt;&lt;/div&gt;&lt;/div&gt;&lt;/div&gt;</description>
