  2006年2月24日,菲律賓總統艾若育(Gloria Macapagal Arroyo)在頒佈第1017號文告後,便宣佈國家陷入「緊急情況」,就在一天後,25日上午約八點至八點半之間,國會議員貝爾川(Hon. Crispin B. Beltran)在沒有收到逮捕令的情況下,便遭到警方非法的逮捕和拘禁。貝爾川可說是1017號文告下的第一名受害者。除了安全之外,他目前有健康上的疑慮,因為他不但有高血壓的病史,2005年時還曾受到一次輕微的中風。

  已73歲高齡的貝爾川,在國會中代表的是進步政黨Anakpawis(苦勞群眾黨),他過去也曾經是Kilusang Mayo Uno(五一工聯)主席(1986-2001)、和前國際民眾抗爭陣線(ILPS)議長。長期以來,作為經驗豐富的勞工領袖的他,一直都在為工人的權利發聲。

  事發當時,貝爾川偕同他的妻子羅莎芮(Rosario Beltran)和另外四名同伴正要出門前往一場記者會的現場,他們的座車一到大門口就被兩輛人員運輸車給攔了下來,這兩輛車分別載滿了軍方和警方的武裝制服人員,為首的是犯罪偵察和扣押組(CIDG)的高級督察Rene Corpuz。這群官方人士在沒有出示逮捕令的情況下,便將貝爾川等人非法逮捕,並拘提到菲律賓國家警署總部(Camp Crame)接受質詢。根據警方表示,他們逮捕和拘提貝爾川的任務,是要他是否有涉入這次反對艾若育政府的陰謀政變。

  以抵達警署總部的貝爾川妻羅莎芮表示,直到當天上午11點貝爾川已在接受質詢時,高級督察Corpuz才出示逮捕令。逮捕令上還寫著,只要貝爾川能提出證據證明自己在馬可仕時代的一宗叛亂案中是清白的,他就能立即獲得釋放。

  過去貝爾川也曾被非法逮捕,其原因是基於1986年時的一場捏造出來的煽動叛亂罪的起訴案,而這個起訴案早在阿奎諾(Cory Aquino)執政時已撤銷了。現在他又被以煽動叛亂罪遭到起訴,這次的原因則是基於他意圖揭竿起義推翻艾若育政權,並在她被推翻之後建立一個過渡協商議會。

  除了國會議員貝爾川遭到非法逮捕之外,有兩名退休將領也遭到約談質詢,他們分別是Ramon Montano和Rex Piad。不但反抗非法逮捕的權利受到侵犯,菲律賓的言論自由亦受到威脅,有兩家媒體被勒令歇業,分別是《每日論壇報》和《Abante》。

  就在27日上午,一群來自KMU和Anakpawis抗議貝爾川遭受非法逮捕的抗議人士,遊行至警署總部要求他們立即釋放貝爾川。抗議人士中身為ANGLO-KMU秘書長和副主席的Dennis Maga和Marcial Dabela,他們要求希望能與貝爾川會面,與警方經過協商後,警方同意讓Maga和Dabela入內會見貝爾川,但條件是抗議群眾必須往後撤退。但沒想到奸惡的警方在群眾撤退後,隨即就非法地逮捕了Maga和Dabela兩人。

Anakpawis Rep. Crispin Beltran is currently under the military's custody after being arrested without warrant.

Rep. Beltran was summoned to Camp Crame without a warrant presented prior to his arrest and is currently undergoing questioning by the CIDG under the Office of the Anti-Organized Crime and Businessmen Concerns Division, barely a day after Pres. Gloria Macapagal-Arroyo's declaration of a state of emergency yesterday via Proclamation 1017.

Beltran, along with his wife Rosario and four other companions, were accosted by a certain Maj. Rene Corpuz and another unidentified person, both reportedly from the CIDG, at the gate of Francisco III Subdivision in Muzon, Bulacan around 10 am today.

Both inviting officers did not present a warrant and were both in uniform and armed.

Rep. Beltran and his group were escorted by two armed personnel in Rep. Beltran's van, followed by a black van bearing the plate number GRP-134, to Camp Crame.

Rosario Beltran, who is currently at the CIDG, says that the CIDG under Maj. Corpuz presented a warrant of arrest only while Beltran was undergoing questioning at past 11 am today. The warrant reportedly provides for Beltran's release only on condition that he provides proof of clearance in a sedition case filed against him under the Marcos administration.

Atty. Romeo Capulong has already arrived at the CIDG in order to provide legal assistance to Beltran.

Anakpawis Vice-President Carmen Deunida soundly denounced Rep. Beltran's illegal arrest and detention, saying that the spate of warrantless arrests of progressive party list leaders this morning, along with reports of the government raid on the Daily Tribune, were all part of a 'systematic crackdown aiming to suppress all avenues and personalities actively calling for Pres. Arroyo's just ouster'.

'This is all part of a mad, desperate and vain attempt of a corrupt and illegitimate head of state to prevent the surging tide of people's righteous anger and protests and a pro-people military rebellion to cling a little longer to the presidency in her insatiable lust for power,' Deunida said.

'This crackdown on progressives is bound to fail and will only hasten her downfall. It will not save her skin at all. She will fall more ignominiously than Marcos sooner than later, everyone should defy and fight her and her shameless and unthinking cohorts who are mindful only of their privileges in her coattails,' Deunida said.

'Manghuli siya kung gusto niya, mas matinding lagapak ng bagsak ang aabutin niya kapag tuluyang napoot ang taongbayan sa kanyang pasistang pamamahala,' Deunida said.

'The emergency declaration has sealed the early downfall of the gma regime it speaks in thousands of words how vile, repressive, corrupt, and power greedy this regime has become,' Deunida added.

Between 8:00 - 8:30 AM today, February 25, 2006 Anakpawis (Toiling Masses) Partylist Representative Crispin Beltran, 73 years old was about to leave his home in Francisco III, Muzon, Bulacan, North of Metro Manila in the Philippines, when two vans of a combined team of army and police blocked his vehicle at the gate of the said village and arrested him together with his aide.

Led by Senior Inspector Rene Corpuz, the policemen said they were inviting the Crispin Beltran for questioning at the Camp Crame to find out if he was involved in a destabilization plot against Philippine President Gloria Macapagal-Arroyo's government.

Prior to this incident President Macapagal-Arroyo put the Philippines in a state of emergency yesterday after an alleged coup by military officers opposed to her administration. On the same day, her government revoked all permits for mass mobilizations and violently dispersed rallies commemorating the 20th anniversary of People Power 1 that led to the ouster of the dictator Ferdinand Marcos.

Protest the illegal arrest and detention of KMU Chairman Emeritus and Anakpawis Party-list Representative Crispin Beltran!

On Saturday (25 Feb 2006), KMU Chairman Emeritus and Anakpawis Party-list Representative Crispin Beltran was abducted and arrested in a subdivision in Bulacan, north of Manila, where he resides. Elements of the Criminal Investigation and Detention Group (CIDG) under the Philippine National Police (PNP) led by a certain Major Rene Corpuz blocked Beltran's vehicle as it was about to go out of the subdivision for a press conference of the House Minority in Sulu Hotel in Quezon City. Beltran was with his wife Rosario and four other companions when they were accosted by the military and 'escorted' to Camp Crame.

Beltran, more popularly known as Ka Bel, 73 years old, is a veteran labor leader, having been the KMU Chairman from 1986-2001 and served as its Secretary General for a few years previous to that. He is also the founding chairman of the prestigious International League of People's Struggles (ILPS), a worldwide anti-imperialist formation.

His illegal arrest and detention came a day after Pres. Gloria Macapagal Arroyo declared a national state of emergency amid rumours of a coup d'etat and simultaneous commemoration of the 20th anniversary of the 1986 People's Power Uprising that led to the downfall of the Marcos dictatorship.

The Arroyo government has been beleaguered by allegations of corruption, rampant human rights violations and massive cheating of the 2004 elections, among others.

Beltran becomes the first victim of Proclamation Order 1017 or the State of Emergency. Few hours after his arrest, police tried to arrest another progressive parliament member, Bayan Muna Party List Representative Satur Ocampo. Rep. Ocampo, however escaped arrest as he was not riding the van swooped down by the military. A day after, Retired General Ramon Montano and Rex Piad were also invited for "questioning". Two media offices were closed, The Daily Tribune and Abante. To date, military personnel continue to patrol the vicinity of Channel 2, one of the biggest TV network in the country.

Ka Bel has been arrested without warrant on the basis of a 1986 trumped-up charge of inciting to rebellion, a charge that has been nullified under the Cory Aquino administration. Ka Bel has now been charged with another case of inciting to rebellion purportedly on the basis of his calls to oust Pres. Arroyo and establish a transition council after her ouster.

Ka Bel is continuously being detained in a bartolina-like detention cell. Aside from his safety, we also express concern over his health conditions. He has a history of high blood pressure and was confined in a hospital last year after suffering from a mild stroke.

Several sections of the society has expressed alarm, concern and protest over PD 1017, which has a very chilling effect as with the PD 1081 Martial Law declaration of Marcos in the 1970s. Less than 24 hours after PD 1017 was declared, grave violations of civil liberties, press freedom and international human rights conventions were committed.

We urge you to add your voice to the growing clamor for the release of Ka Bel, the revocation of PD 1017, a stop on the crackdown on legitimate dissent and all forms of political persecution and repression. Please support the Filipino people in its undying quest for genuine freedom, democracy and justice in the country.

Two leaders of the Alliance of Nationalist and Genuine Labor Organization (ANGLO-KMU) arrested while negotiating to visit Rep. Crispin Beltran in Camp Crame

10:45 a.m. - Two leaders of the KMU federation Alliance of Nationalist and Genuine Labor Organization (ANGLO-KMU) were arrested while they were negotiating to visit Crispin "Ka Bel" Beltran in his detention cell in Camp Crame.

Dennis Maga and Marcial Dabela, Secretary General and Vice President for Organization respectively of ANGLO-KMU, were brought to Camp Karingal in Quezon City immediately after the arrest.

The two were part of about a hundred protesters from KMU and Anakpawis who marched to Camp Crame to demand the immediate release of Ka Bel. Ka Bel was illegally arrested and detained last Saturday, Feb. 26, a day after Pres. Gloria Macapagal Arroyo declared PD 1017, putting the country into a state of national emergency.

The protesters were blocked by anti-riot police in the intersection of Camp Crame and Santolan Avenue in EDSA. The negotiating panel, of which Maga and Dabela were part of, said that they also intend to visit Ka Bel to show support for him, especially since Ka Bel is the former national chairperson of ANGLO-KMU. The police responded that the protesters are too many for the 'supposed' visit. Both parties then agreed that 3-5 leaders would be allowed to enter and the others would have to move back. As the other protesters were moving back, the police hastily arrested the two leaders, breaking the earlier agreement.

"The arrest not only shows how treacherous this government is but more so, how dangerous is PD 1017and how it can be subject to grave abuse. It is so disgusting that you can be arrested even when all you want to do is visit an illegally detained political figure," said KMU Chairperson Elmer Labog.

"We will not be cowed by this kind of intimidation. We would be readying for more protests in the coming days, until our comrades Ka Bel, Maga and Dabela are released and until PD 1017 is revoked. We will continue to intensify our mass actions until Gloria is ousted," ends Labog.
